The "fair market value' for leasing of any commerical piece of real estate is the rate that a tenant and a landlord agree to. There are no standards or set rates in commercial real estate. Seek out representation from a REALTOR who can help you negotiate terms, square footage, NNN, common area maintainance, build out allowances, renewal agreeements, ec. There are many different grades of real estate and the stronger the tenant's profile (established time in business, length of lease, guarantors on lease, credit rating, etc. the stronger a case to make to a landlord. Always remember that EVERYTHING is negotiable in real estate.

However, be careful of quoted rents in harlingen....there's a lot of variation in how deals are structured there (gross v. triple net v. double net, etc......also some have CAM charges, some don't and there is much variation in who maintains what). In other words, the market is variegated and creating a matrix to compare different deals is essential.
