What is included in a residence's square footage in King County, Washington?

I've heard it varies from state to state, but that being hooked up to the home heating system qualifies in many places, as in the case of a finished, heated basement room.

King county assessor appears to separate the basement (even when finished) from square footage shown as the home's square feet.

I suspect the reason is the value added by below grade is considerably less per square foot than above grade finished area.
