What is max FHA will loan

if I want to refinance my first and second mortgage. I have been told 90 -95 percent. It is consider cash out I guess although I will not be taking cash for anything, just paying my mortages off and combining into one

Denise is incorrect.  As long as your second mtg is over 12 months old it is considered rate and term and can go as high as 97.75% of appraised value.

No, I do not have a FHA loan, I have tried everything because I am even at best on my home but I have some cash to pay it down maybe 5 percent   my home values about 220k and I have about 10k I can put down toward the balance but that would leave me at about 95 percent LTV
