It depends on what you are planting and where you are planting it. Flowers and small trees differ from tulips and lilies in your flower gardens and vegetable gardens plants differ by type. A small rule of thumb is, anything that can not survive outside after a heavy frost should not be planted when this condition can still occur.
To be safe, start your garden prep work now and plant you garden sometime in March or April, but if you stay in a part of the country known for still having freeze warnings in March, wait until May.
