If you're starting outside in Seattle, wait for May.  It may be gray and rainy every other day, but it's safely past freezing time.

I think most everyone would agree that this winter has been colder than any in recent memory.  Could it have something to do with the world burning a couple billion fewer barrels of oil this year?  I would probably add a couple of weeks on to the general rule of thumb.  I just saw a snow advisory on the news tonight as a matter of fact.

Lowes has a great site for homeowners that covers all aspects of home ownership. Even if you don't have a Lowes in your area, take advantage of the information on their site. It depends on what you are planting and where you are planting it. Flowers and small trees differ from tulips and lilies in your flower gardens and vegetable gardens plants differ by type. A small  rule of thumb is, anything that can not survive outside after a heavy frost should not be planted when this condition can still occur.
To be safe, start your garden prep work now and plant you garden sometime in March or April, but if you stay in a part of the country known for still having freeze warnings in March, wait until May.

so different! in phoenix, if I transplanted things outside in May they would probably burn up and die! late feb/early march for planting plants outside works best here!

You are in Ballard which I consider the sunniest spot in Seattle:)  even more so if you are in Sunset Hill.  I like to plant my seeds indoors in Feb or so and then move them outside in April or May - it honestly depends on how our weather goes, but starting inside is the best otherwise they will never get a chance to get going:)  I actually bought a solar shed that is part greenhouse to elp in the gardening efforts...
