Generally speaking you need a closet and a window and some towns will also not accept a space that is located in a basement.

In SoCal, I believe you need a closet and a window. More importantly, the window needs to be usable as a fire escape. This means that there is a minimum size for the window, and a restriction on how far from the floor the bottom of the window can be (believe it is 42").

Your bedroom has to have a closet and a window to be considered a bedroom in NC.
