Some homes have more wear and tear than others.  You have 2 homes, both built in 1990.  One is well-kept, only lived in for 1 month out of the year as a vacation home, and the interior has been upgraded with new appliances recently.  An appraiser may estimate that there is very little wear on the home, so its effective year built is 2000, while the other home has average wear and its effective year built remains 2000.
