What is the prospect for the house market in Gainesville FL

HI,everyone
 
i am first time home owner and living in Gainesville,FL which is the seat of the university of Florida.
 
According to Zillow's statistics, Gainesville home value index has increased 5.4% y-o-y and forecasted to bounce back. When i compared the increase rate of the Florida at the same time interval,  it is about 13.3% for the whole state and many cities in Florida appreciated more than 20%. If i remember correctly, its increase rate is the lowest among the metro cities within the state.

I looked at a time horizon of 10 years, the market reaches its peak on 2008 and then plummet to the bottom and remain to be stagnant until now.it is about half of the peak value roughly.Zillow's real estate health index for Gainesville is 1.9 out of 10.In contrast, many other cities' value has returned to or close to peak now.
 
I am kinda curious what is wrong with Gainesvile real estate market and why its trend is just the opposite of national trend? did i misintreprete the info?
 
I hope that any professionals can shed some light of its future and any insights will be appreciated
