Hello,
I'm not exactly sure what you question is, but I will do my best to answer. Often banks will remove debris and trash from a property prior to putting it on the market or during the escrow period. If I were your agent, I would call the listing agent (representing the bank) and ask them if they are planning to do that. If not, then you could ask them to or plan to remove the debris yourself.
The local trash company can deliver a debris box (aka dumpster) to the property and they will provide you a list of what you can and cannot put in it. Then they will pick it up and charge you by the pound for the trash. There is no permit required to do this, at least last time I checked.
I would also like to point out that there are well, septic, roof, and pest inspection reports available for this property. These won't tell you what has been done with or without permits, and you would need to check with the City of Cotati building department for that information. They are very helpful and should be able to answer your questions. If you are not already working with a real estate agent, I would be happy to email those reports to you or get any other information that may be helpful.
