Get a buyers agent right away. If I were your agent I would offer190,000 and see where it goes.

If you don't already have an agent you should get one. They can help you negotiate and if the property is listed on the MLS the compensation will be paid by the seller, not you.

Do you have a buyer's agent? Someone who is working for you? Your real estate agent should pull comps for you, the same as if they were to list the home. This will give you a better idea of what the market is doing in your area and with the comparable properties.
That is a price difference for two years. Perhaps looking at the disclosures from 09 and 11 will show that some sort of update was done that is not apparent from the pictures. Also read the descriptions from both years, maybe new windows etc....
What does the assessment value come in at, check the assessor's website.

Have you looked at comparable properties within a close distance, to see what they sold for? It's hard to just throw a number out there. If you are working with an agent, ask them to pull comps for you. This will give you a better idea of what you should offer. Good Luck!
