That would be a built up tar & gravel type roof.  The purpose of the pebbles is simply to reflect the sun's ultraviolet rays thus slowing the evaporation and deterioration of the asphalt layers below.  The asphalt layers are the water-proofing layers.

This type of roof is called "built up" because the layers are built up during installation as opposed to a composite system such as shingles which have the same layers, (felt paper, asphalt, mineral coating), all put together at the factory.

Just as a shingle starts to loose its mineral coating indicating wear, a built up roof will not hold the gravel as well as the top "flood coat" layer wears thin.  I brush the gravel aside every 10' or so to detemine the condition of the flood coat layer.  If it still holds some gravel, good.  If it is smooth when the gravel is brushed aside, it has worn to the point where nails will start popping up through it, seams will crack, and leaks will begin to penetrate the layers.
