Like any other listing price, you can make whatever offer you want. So no, the listing price is not necessarily their lowest price.
Also, with HUD homes, you can view all the other bids on the house...either through the contractor's website that handles North Dakota HUD's or through your real estate agent. Note: you do need to work with a real estate agent to submit bids.
Special Financing: Yes, if you buy a HUD home to live in (not an investor) you only need a $100 down payment when using FHA financing! Also, HUD will pay at least $2500 of your closing cost! Note: These offers only apply if you pay the asking price or lower.
