The last appraisal on the home was most likely the last time the current owner refinanced, which was Sept. 24, 2003. The city does an appraisal for tax purposes every year but those aren't necessarily an in depth appraisal and it is based on exterior and comps.
Appraisals are typically around $300 so they usually aren't done unless necessary.
The 2009 city valuation was $188685.
Hope this helps.

Zillow doesn't offer appraisals. If you are referring to the Zestimate, you can see the date it was last updated by clicking on the blue address, and then scrolling down to just below "charts and data". One I checked in CO was last updated 6/3/2010. Zestimates tend to be run 2 or 3 times a week.
When was the home a 343 Plainview Place, Manitou Springs, Colo.80829 last appraised?
