When you rent your house out, who pays the city utility bill?

Market rent for my house is about $1200.  I'm asking $1175 and getting calls and showing tomorrow.  Are these renters assuming that the water, trash, and sewer bill is paid by me?  If so, should I raise the rent to cover it?  Or at $1200 is it assumed this bill is included?  I have desert scape so my bill is exactly $74 all year long.

You as a landlord need to make it clear whether or not utilities are included in the rent.  Avoid assumptions and make it clear in the advertising and discussions.         We (as landlords) have tenants pay their own utilities.   I've found that it is amazing what happens to utility use without the accountability of paying the bills.
