It depends on your needs and price range, as homes are continuing to rise and price and interest rates are rising.

The term value can mean different things, if you are looking to get a good return on your money.
Then you can do a return for your money formula, ask a realtor or math person with that.

If you get more money back than your bank then the investment is a great idea.

You can see what areas are more likely to appreciate, and there is no guarantee but usually
areas that are newer or closer to freeways can be a good start.

That is where finding a good Realtor can make the difference.

Would you mind defining what you mean by "best"?     If it is a generic "I want to get rich quick", the exercise of defining how you want to get from today to "rich" is very worthwhile.   What skills do you bring to the table?   What is your risk aversion?   How much work are you willing to put into it?   How much cash are you planning to bring into the venture?   (And dozens of other questions).
