You can't. That is not a sale price. More research would have to be done to find out exactly what it is, but it is definitely not a sale price for a property that was on the open market.

I agree, it was probably something unusual if it's that far out of line with market trends. Here are some good websites for searching goverment owned property (Fannie Mae, Freddie Mac & HUD). You'll find some discounts on these sites, but usually it's for good reason (property condition, location, etc.):

Usually when one sees a value that is so out of line with market value, it is either a family transfer or a transfer to a trust and not a true sales price between strangers.
