Owner Comment is located at "Charts and Data Box". This is above the Zestimate chart:

 


If you wish to post an Owner's comment, you would need to claim your home first. To do so, go to the home details page, hover "Edit" and click "Claim your home".

I think that is just the details section located just under the first picture on the home's details page. Once you claim your home you can edit this section and put virtually whatever you like in that section. This link might be helpful:
