It is surprising that Wells would say they aren't participating since they have been doing those types of loans for nearly 3 years now.
Does your existing loan have any mortgage insurance? That might be a reason why you are running into trouble.
If things don't work out with Wells Fargo, the Open Access version of the program is widely available and as mentioned should not be difficult to locate.

Don't call a big bank like Wells Fargo. Call a mortgage company that can either broker it out or has multiple investors which they sell loans to.
For example, we have multiple sources that we sell our loans to. Some of them do it, some of them don't.
That will save you some time calling all the big banks.
