I would start with your lender first since they often will offer the easiest options and will sometimes waive all or part of the escrow costs (not always though). I think that you can use any lender that participates in HARP if you qualify so you can shop around if your current lenders offer is not good. There is more information on HARP here.

There are a number of great lenders on this site, pull down the professionals tab and search for them or ask your local realtor who they would recommend. I would first speak with who you are dealing with and then your bank or credit union though.

Thanks for the help. I tried going through my loan servicer, but it is CENLAR and they only service loans. I tried Wells Fargo, but CENLAR would not release my PMI. I was hope with the new regulations there would be more options. Thanks Again

Most lenders will be able to participate in this program but keep in mind that it is strictly voluntary on the lenders side. You should start by talking with your servicer (Cenlar) to at least see if your loan qualifies via Fannie or Freddie.
One of the local news casts (Channel 7) interviewed a lender friend of mine that is really tracking these programs and doing a good job of getting them closed.

Thanks for your advise. I have been to the making homes affordable and I have a Freddie Mac loan, but as I stated CENLAR will not release the MI, so Wells Fargo could do nothing. I have contacted CENLAR and they do not originate loans, so no help there. Thanks
