A home in pre-foreclosure is not on the market and not available for sale. 

Only those properties currently listed as foreclosed can be toured.  Find a buyers agent who will help you and they can explain the process to you.

This is an emotional time for the owner of a house facing foreclosure. He may be exploring opportunities to avoid a foreclosure. It would be best if you wait it out and see whether it does end in a foreclosure. If so, you could bid for it in an auction.

Most homes in pre-foreclosure are not currently on the market, so there is no option to look at it.

If it's not listed with a Realtor, I suggest you send a well-written letter to the homeowner.  A knock on the door will most likely not be welcomed!

You have to contact the owner directly.  Until the home is foreclosed on, the owner is in control of the property.  Be careful if you attempt to make personal contact at the residence.  They may not be very happy since they are in default on their loan.
