All of the answer given here are correct just know that if you are the BUYER and like to present an offer it is in your best interest to acquire the representation of a real estate agent (if it's in the MLS seller will pay for your representation/ FSBO's most times pay 3% commission) for various reasons; market stat & comps (you do not want to over pay), inspections and other assistance that a REALTOR can help you with. If you are a buyer's agent, and the property is listed for sale, submit the offer directly to the listing agent.
If the property is not listed for sale, contact and submit to the seller directly.

If a listing is represented by a Realtor, an offer should go directly to the Realtor. Should the home be a FSBO, or For Sale By Owner, the offer will need to go to the seller. The Multiple Listing Service will let you know which of these you're dealing with as well as contact information for whomever you need to send the offer.
