if you got the primary loan after May 2009 and its a conventional loan you won't be eligible.
If the primary mortgage is a conventional mortgage greater than $417,000 and you got it before 2008 or after May 2009, you won't be eligible
If its FHA or VA you can do a streamline refinance (FHA) without an appraisal or a VA IRRRL (without an appraisal),
In all scenarios, you won't be able to include the home equity loan.

The new expanded HARP (Home Affordable Refinance Program), also called Obama Refinance Plan is not official yet. The exact guidelines would be available in another week or 2 and lenders should start offering the program in week 1 or 2 of December.
