I've seen it both ways.  What is on your lease?   A smart landlord has the utilities where there may be variation in use paid by tenants

It depends on what is in your contract.

I would suggest reading it.

Why would an owner want to be liable for you leaving the water running for no purpose, or leaving the toilet flap up without reporting it, so that you run up a $600 monthly water bill for absolutely no valid purpose?
