Who owns the property that the Condo on 446 Passaic St. is?

The Hackensack Zoning Committee recently allowed a variance on the number of AT&T antenas that are allowed at 446 Passaic St. It's a Condo. What party actually asks for a variance on a condo? Do the individual apt. owners do it or does the owner of the property the condo stands on do?

Thank you for your quick response! There is good info there for me to check out.
I was interested in the zoning variance and who applies as I have an interest in vacancies that may prove to be my answer to living somewhere close by where I don't need to cut the grass or shovel snow.

Usually a variance is applied for by an individual, a company, or the condo association whos part of the homeowners association. If it's been done for everyone, I would think the association. I would try contacting them first to see if in fact they got the variance. You can also contact the zoning committee as they will certainly know who was involved in getting the variance.
