I was interested in the zoning variance and who applies as I have an interest in vacancies that may prove to be my answer to living somewhere close by where I don't need to cut the grass or shovel snow.

If the zoning committee did it, it is probably a public record

Usually a variance is applied for by an individual, a company, or the condo association whos part of the homeowners association. If it's been done for everyone, I would think the association. I would try contacting them first to see if in fact they got the variance. You can also contact the zoning committee as they will certainly know who was involved in getting the variance.
