It could be a combination of reasons. One may be features, seller motivation, or it may be a some are short sales of froclosures. Short sales and bank owned homes typically sell for much less than other homes in the neighborhood.

Asking prices are just that...but as others have said, there are also mable differences in finishes, square footage, parking etc.  sometimes one could be in short sale as well.

Would depend on each individual specific situation. Some properties may be already finished with top of the line upgrades. It may be that some have a finished basement or granite counters in the kitchen etc. etc.

The best way to find out would be to contact the agent for the property or even possibly the builder if they are new construction.
