It costs  certain amount to run a city. Each year it costs more. That means each property owner will pay more taxes regardless of how prices of houses look.

The formular for determining your taxes keeps on changing in the governments favor.Expense for maintaining the community and the schools keep on going up every year.These expenses are passed along to property owner.
