Why are the boundaries when searching by city so restrictive?

I have a listing that is either within the city limits, or just outside. yet when you search by city name my listing does not appear. You have to enter the zip code which is not ideal since the majority of people to not know the zip of the city they are searching or even if they do they usually just type in the city.
