Neither. Zillow pays 3rd party data collection companies to collect the public records for ownership housing units only.
Until there is something built, and until the transactions are recorded, and until the data collection company for the area collects the data and provides, it; it just is not here YET.
Of course, you can set a "make me move" on the property in order to create a Zillow home details page for it, and then can remove the make me move. Zillow may already have county data for the empty lot. It may even have the transaction data. But until there is a home details page, it won't show anywhere.

Why can't Zillow handle split parcels?
Zillow recognizes 3966 as having sold for $480K, but does not recognize that 3968 sold for $482K.
