Why cant i create a make me move from Puerto Rico?

Zillow has a time out feature when entering information that triggers error messages beyond about 15 minutes.  So, it may be that the issue is the time out issue rather than Puerto Rico.    Try again and set a timer, because you can always come back and edit more.
