It seems that the property you mentioned has a duplicate. Duplicates doesn't have information from public records and are usually created when the property is listed in the past. I will be sending this duplicate for deletion which would reflect within a week or so.

Zillow values are a joke anyway. They are not licensed real estate brokers. They do not employ a single person in local real estate markets. There are no mortgage companies, banks, or county tax appraisers that use Zillow zestimates. Zillow exists to sell advertising on their website. If you need accurate property values you should contact a local realtor.

It looks like it's nothing more than a glitch in the system. Sometimes, there may be a home on a flag lot or homes that are on private streets behind standard neighborhoods. However, I looked at this property and it just looks like a computer error.
