The listings data & photos are pulled from our MLS system in RI, MLxchange. I have 14 active listings and all but 1 has all 12 photos. not sure why this happened but I will try to claim it and load up more.

I don't know if this will work or not, but maybe you can claim the listing, and add the other photos yourself. Click on "Edit" on the home details page and see if there's an option to claim the listing. I'd give it a try.

How was the listing submitted? I'm thinking when you refer to your other listings, you mean the same listing on other sites. Keep in mind that if you're not an agent, and your listing was submitted through Postlets, Vflyer, or a syndication service like those, Zillow's policy is not to accept FSBO listings from them. If yours got through even with one photo, count yourself lucky.
