Why is Norfolk Public Schools showing as the Nearby School District for Properties in Portsmouth, VA

I saw a Portsmouth Listing which showed Norfolk Public Schools as the Nearby Schools District.  This information is inaccurate.  I would imagine that Portsmouth Public Schools should be the Nearby School District for properties located in Portsmouth, Virginia.

I read that the school info comes from education.com and is done mostly by distance and not local attendance areas. That may explain why they are off.
