First, you might want to go to the very bottom of Zillow; click on the very, light, gray colored tab that says "Zestimate Values and Accuracy"; then follow the chart to find your state and county to see what the accuracy levels are (the levels in my area are off by 7% the last time I checked). In addition, you can also check on your cities tax accessors website to get a breakdown of what your tax assessments cover. A lot of assessment have school levies and such incorporated. In addition, the tax assessments are always a little behind the curve of the market.
Hopefully the people at Zillow can help you with any adjustments, however their Zestimate is based on actual home sales in the neighborhood, which is a little different than how a city will assess the tax value of your home. Best of luck!
