NOT all homes, or vacant parcels, are shown in Zillow, sorry. Keep in mind Zillow is a free service.
If you notice, the home next to 1591 Niblick Avenue is also not listed, for whatever reason, typically if ZIllow does not have enough information or something.
A value on vacant land, in Zillow, is sketchy at best. Vacant land appraisals should be considered 'complex' especially with a parcel adjacent a freeway as yours is. Any Zestimate will not be accurate for that parcel. Once you build on the parcel, and an address is assigned to it, it will probably show up in Zillow with a Zestimate.

Zillow adds new addresses all the time. If you don't have an address, that might be part of the reason Zillow does not have it listed. I'm honestly not sure if they can add lots based only on a parcel number, but I would suspect not.

I think you need to have an actual address for the Lot. I have seen other Vacant Lots on Zillow but all of them have a physical address.
I looked up your Parcel # and it only shows as Niblick Ave Los Altos, CA 94022 on county records. Needless to say, if you put this in the search bar on Zillow, all of the homes on this street show up but there are know lots.
