Why would a home listed at $125K decrease until reaching $25K now?

So I saw a home listed on Zillow that went from $125K in 2011, down to $25K today.  The price decreased about 2% every week until now.  It's a very modest home and the LA admits the plumbing and heating are inoperable.  But still.....$25K?!?! That seems ludicrous.  Is this the old example, "if it sounds too good to be true?"  Experts, is this even worth a look? Zestimate is $30K.

It depends on what is needed to bring those systems up to code I guess.

I had a friend  whose dad built airplanes for a hobby, he worked on one
so long that by the time it was 90% complete the industry that governs those things had changed the location of where the fuel lines could be
located...major expense.
So...
He placed the plane on the market for a few thousand just to get it out
of his sight....to good to be true??
Someone bought it.
