On top of what Jeff said, the State of CA is broke and the PERS pension fund has taken massive losses due to poor hedges over the last decade. There's no money for them to hedge in MBS when they have to compete with the GSE's.

Doubtful. These entities cannot compete with the federal GSEs (government subsidized entities) Fannie Mae, Freddie Mac, FHA.
