Equity Loans are not exceeding 85% to 90% Loan to Value depending on the state. Not knowing your situation it's hard to understand why you would want to over extend yourself and risk your home. If your upside down maybe you need a loan modification to reduce your mortgage??? Your current lender is the best source of any loan mods. Call them first!
Be careful if using any other source. If debt consolidation is what your looking for there are other alternatives. If that's not it and you need more advise let me know I'd be happy to help if I can. Good Luck in whatever you do.

Can't refi either. Why pile more debt onto a bad situation? You don't need more debt. Live on less than you make and save some. good luck.
