The fire code is National.
Smoke detector requirements in So Cal sometimes exceed the National code. This is true state to state and county to county.
The national code states that the smoke detectors are required to be in the hallways leading to bedrooms must be hardwired, interconnected, and battery back up. Installing them in the bedrooms can be an added local code as well. It is definitely a good idea to have them added as well. There are also codes for height in relation to the ceiling and how far from doorways to bedrooms and distance from air returns or air vents. Hire a qualified electrician to install them even if the builder forgot. Hopefully you will never need them. Find an electrician who has 10 plus years experience, check their license with the state before you call.
