With a VA mortgage, can their be co-applicants when only one of the two is an active veteran?

The two persons are father/daughter and the home is duplex.

For a VA mortgage only one needs to be a Veteran or on active duty. If the Vet has enough income to qualify, you may only want to put them on the mortgage and both on the deed.
