if the home is declared real estate on its own land and taxed as such.

If it still has a tag,title and/or is on rented land then it is considered personal property and not real estate.

Good question. Depends.
If the mobile home is on a "permanent foundation," and meets a few other criteria. I put "permanent foundation" in quotations because there are a few different interpretations of what a permanet foundation consists of. And THAT depends on which inspector/appraiser/agent/lender or whomever in the business that looks at it.
I consider a permanent foundation to have brick skirting. Yes, there are some more obvious guidelines, but as long as someone professional has done the work and not a weekend warrior, they should know what to do. 
I would talk to your local lender about this, he should be giving you the best advice.
