No, Zillow does not collect the data; they pay data provider companies to get the information from the public county records and to put it into an electronic format that Zillow can use.
These data provider companies typically have been in that business for many years and provide data to many other end-users of public records data.
If there appears to be a discrepancy, you need to use the "report a problem" under the edit tab, under the main photo on the home details page, and let them know what the problem is so that they can have the data collection company for that area re-check the information. With close to 100 million housing records on this website, there is no way Zillow staff can check each one, thus they have to rely on people like you to notice a discrepancy and report it.
