Why would anyone want their rates or fee costs increased in order to cover the "advertising" costs to pay for the gift card??

If you want a 10% discount, just pick up a local change of address packet at your local post office. there is a 10% off coupon for Lowe's in there.

Of course, Lowes also offers "price matching" and a percent difference on the price matched savings, but you do have to stand in the customer service line and fill out the forms, and have documentation of the competitor's price.
So, how much money does Zillow make off of each gift card given away? 50% of face value? The agent pays full face value for the "advertisement" and "contact"?

Lowe's also works with home buyers using the 203k loan program to rehab the home they are buying. I believe the buyer has 6 months to have work completed by a professional contractor. Great idea for those hard to sell, fixer-uppers!

That advertising incentive program for the Loan Officers quoting on Zillow Mortgage Market Place expired. (Contact with the loan officer was required by August 30th, but there is still another month for closing on the loan...)
That advertisement option was not available to Real Estate Agents.
It is clear, that they will be offering that Advertisement program again. Maybe a different vendor. Maybe different gift card amounts or loan amounts.
Obviously, they would probably do something similar for agents if there was a demand. Thus you should contact your Zillow advertisement market representative, and discuss the options with them, and tell them what kind of advertisement might work for you that they are presently not offering. Maybe they will even talk you into one of the advertisement programs they already have in place.
