It is clear that it is a term defined by Top Producer, for use with their Lead contact management software.
By the way, I already posted that Zillow is not on the list of Top Producer Lead providers:

But there is nothing to stop Steven from developing his own website with Zillow API calls and widgets, and generate his own leads, and them feed them to his top producer account complying with Top Producer's requirements.

Looks like you will have to ask TopProducer as apparently they are the only ones that care.
But the kinds of "leads" that Zillow provides are not the kinds that feed to programs like Top Producer, so apparently the answer is "no".
And the widgets and API's don't provide lead contact information, but are only used on your own publicly available website, so any lead generation is your own thing. Zillow provides none for those purposes.
And those that have collected addresses off of Zillow for direct mailings have directly violated Zillow's terms of use.
For contacts, Zillow still honors the privacy of the users, unlike more Realtor websites.
But the kinds of "leads" that Zillow provides are not the kinds that feed to programs like Top Producer, so apparently the answer is "no".
