Zillow allows agents and brokerages to upload their listings. Thus only the agents who take this step have their listings on Zillow. If you want to see all listings then go to one of the brokerage sites where their listings are a direct feed from the MLS.

Zillow just signed a Listing Syndication with Move Inc (Realtor.com) who owns Listhub and that means
"two million listings to Zillow directly from 358 MLSs every day representing 40,000 brokers throughout the United States."
