are VA state tax stamps payments customary in a refi w/ same home loan bank?

In Virginia, if mortgage loan refinance is done with the same bank presently serving said loan, are city/county/sate tax stamps fees customary at closing? Different "experts" have provided different answers.

In the Commonwealth, if you register a deed, the state and local government get the tax stamps. Many lenders from out of state are not showing it in their original GFE's, but you will see it on your HUD 1.

I just refi my own home and had to pay the taxes...according to the lenders I have seen in all the GFE I received, its a transaction that goes to recording and anytime we do that they charge you with the taxes.
Its a big $$ on the closing cost.
