If you are paying cash that would be OK. If you seek financing, lenders will usually allow up to 6% of the sales price for Seller Concessions.I don't know about GA, but in CA Property Tax is based on the Sales Price. (Maybe, something to consider.)Happy funding, Rudi
It depends on the type of financing you are able to get approval for. The FHA 203K loans will allow the seller to place the amount in escrow for repairs but this type of loan is slightly harder to qualify for. It will also require you get inspections to confirm the work has been completed by a certified contractor prior to the funds being released and of course the property will need to be appraised for the higher amount. Check with your lender and if it works, go for it.
