By all means get a 2nd independent professional opinion, but if it agrees with the "jerk". It could be that you need to stop blaming the messenger, heed the message, and adjust to the current reality.

How do you know there were good comps he did not use ? Most appraisers dont kill deals for the fun of it - if they did, no one would use them. Too much commission riding on a $350 appraisal.
I would ask the opinion of another appraiser who is local to the area, they might be able to advise. Here is a directory you can use. I do it all the time for free, maybe you can find someone like that.

I am an appraiser and just want to say, don't hate the messenger. We report the market we do not make it. With that being said I will say that while we usually have access to almost 100% of the sales out there, there are some that may be private sales or were just looked over. If you have sales that you believe are comparable to your home make them available to the appraiser. I am always open to looking at sales that anyone has. Good luck with this.

File an appraisal rebuttal, supply the comps you believe are correct. Who is the AMC that the appraisal was ordered through? What do you mean same jerk as last house? Did you have a contract to purchase another property with the same builder / same appraiser? If so, did you challenge that appraisal?

If this appraisal was for a refinance transaction you can ask your lender about the dispute resolution process with the appraisal management company used but there is no guarantee of the outcome.
Lenders and/or investors have certain requirements for the comps that can be used also there are limits where adjustments are concerned. If the comps you think they should be using don't fit the standards then the appraiser must use the ones that do.
