can I get a mortgage though paying past years income taxes on installment plan with IRS?

while unemployed i had to use my IRA to get by, then couldn't afford the resulting income taxes.   Currently renting.   IRS accepted a payment plan which will run many years to payoff outstanding balance from 2010 and 2011.   currently employed, everything else looks good.   will the unpaid IRS debt prevent me from getting a mortgage?
