You cannot list on the MLS without a REALTOR® but you can list for a low flat fee.

Sure thing, you can pay a flat fee and place your listing on the MLS site and thank the $400 flat fee people for their service........now what? Who will show the property to other Realtors? Who will have an open house? Who will market the property to "buyers", "investors" or others?

There are some things we can buy on Amazon without needing help from other people, but Real Estate is just not one of them. There are too many pitfalls and issues with property to go it alone, and why not use a licensed professional who can help you limit your liability? No need to go it alone!

You can use sites Like FSBO.com to list your home on the mls. Before you do consider this. Realtors receive 14% more for there listing than FSBO do. Also 88% of FSBO end up using a realtor. 

Before listing on your own. Talk to at least 4 real estate professionals about how they will market your home. The worst thing that will happen is you may get some great ideas.

Think about this.... You will probably sell a home every 10 years or more. Your local real estate professionals sell them every day. Who do you think will get the most out of a home?

Contact with local realtor and check how much they will charge you for such service and what they might be offer you something else in order to list you property on different online channels.

Zillow is not a member of your local MLS, but you can advertise on Zillow and be listed with a local broker. To list your property in your local multiple listing service, you will need to work with a member of that MLS.  You have a variety of service-level and cost options.
