I would want to use both, from zillow and some the home owner posted for the county records.

pictures, documents, comments and personal information posted on zillow.com have no expectation of privacy beyond what is referenced in zillow's TOS.
I assume you mean an owner-uploaded picture and not a street-view screenshot.
I can't think of a reason why it would be an issue, it would be better if you contact the homeowner directly or took the picture yourself (without trespassing) but to my knowledge there is nothing wrong with it.
