Not only do you have lower utility bills, but you have a paid police department with response time of less then 2 minutes.  Hagerstown also has it's own roads department, curbside recycling, trash collection and lawn debris pickup.  The streets are lite at night and each neighborhood offers sidewalks to move about the city on foot.  The city does employ a paid fire department with rapid response to emergencies.  The city enforces strict zoning laws and code enforcement making it easy to get something done about neighborhood issues or concerns.  The city funds organizations like Neighborhoods 1st and provides city representatives and police officers at each monthly meeting to take concerns directly to city staff.  The city provides amazing and clean parks in each section of the city for use by residents free of charge.  The city organizes free events at the City Parks throughout the year like the Hagerstown Summer Concert Series at City Park, the Harvest Hoe Down and Fall Festival at Fairgrounds Park, the 4th of July Fireworks displays at Fairground Park.  The city provides clean public water and sewer to each resident and works with Columbia gas to offer underground gas lines to homes throughout the City.  There is much that the city provides in return for the tax the city charges.  The real question is why should city residents have to pay an equal county tax when we rarely utilize county services?  Shouldn't city residents get a break on the county portion of the property tax?
